The Henry County Fiscal Court met in a regular session on October 18, 2005 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to approve the minutes from the September 13, 2005 regular meeting.
Motion carried unanimously
RE: OLD BUSINESS
RE: HAZARDOUS SUBSTANCE ORDINANCE - 2ND READING
Upon motion by Esq. McCarty and seconded by Esq. Fisher, it is ordered by the Court to table the 2nd reading of the Hazardous Substance Ordinance giving DES Coordinator, Bruce Owens time to clarify some issues.

RE: SUCCESSION ORDINANCE FOR NATIONAL OR LOCAL EMERGENCIES – 2ND READING
Upon motion by Esq. Allgeier and seconded by Esq. McCarty, it is ordered by the Court to approve the 2nd reading of the Succession Ordinance for National or Local Emergencies and in the absence of the County Judge/Executive and Deputy Judge/Executive the duties of the Office of Judge/Executive shall be assumed temporarily by the Senior Magistrate, Esq. Gunnell.

RE: NEW BUSINESS
RE: ROAD UPDATE
1. Union Church Road
Upon motion by Esq. Beasley and seconded by Esq. Brown, it is ordered by the Court to pave the 400 to 500 feet stretch of Union Church Road at a cost of approximately $2,000.00.
Motion carried unanimously
2. Bridges on Six Mile and Joe’s Branch Road
Upon motion by Esq. Fisher and seconded by Esq. Gunnell, it is ordered by the Court to authorize road supervisor, Glenn Baxter to advertise for bids to replace Hansen’s Bridge on Six Mile. The bids will be opened at 6:00 p.m. on November 15, 2005 at the next regular meeting.

RE: EMS UPDATE – BOBBY BURNETTE ON HURRICANE ASSISTANCE
Bobby Burnett reported to the Court his experience in evacuating patients from the hurricane in Texas. He thanked the Court for allowing him to use the Campbellsburg Ambulance.
RE: HIRING PART – TIME EMS
Upon motion by Esq. Beasley and second by Esq. Gunnell, it is ordered by the Court to approve the hiring of Rebecca Fox, Harold D. Stivers, Samantha Chandler, and Chris Campbell as part-time EMS employees.

RE: 911 REQUESTS
Upon motion by Esq. Gunnell and seconded by Esq. Fisher, it is ordered by the Court to purchase radios for the Eminence Police Department in the amount of $849.70, New Castle Fire Department in the amount of $1,300.75, and pagers for Lake Jericho in the amount of $1,300.00.

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to spend $1,000.00 to bring the fire siren in Eminence up to remote control capability from the KSP Post in Campbellsburg.

Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to purchase at present time, 3 radios for the Henry County Search and Rescue and after January 1, 2006, purchase 2 more radios total amount of $1,938.75. This motion is pending the clarification that the Henry County Search and Rescue is a government agency and if they disband the radios are to be returned to the Henry County Fiscal Court.

RE: KIPDA REGIONAL HAZARDOUS MITIGATION PLAN –RESOLUTION
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to adopt the KIPDA Regional Hazardous Mitigation Plan – Resolution.

RE: CLAIMS AND TRANSFERS
Upon motion by Esq. Beasley and seconded by Esq. McCarty, it is ordered by the Court to approve the following claims and transfers:

RE: COURT COMMENTS
Joyce Meyers gave an update to the Court on the County’s Website.
Judge Brent reminded the Court that November 5th is County Wide Clean-Up Day.
RE: ADJOURN
Upon motion by Esq. Allgeier and seconded by Esq. McCarty, it is ordered by the Court to Adjourn and each Magistrate, the Judge Executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
