HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
DECEMBER 20, 2005

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a regular session on December 20, 2005 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER & PREPARATION

Silent prayer was observed in preparation for the meeting.

RE: CALL TO ORDER

Judge Executive John L. Brent called the meeting to order and noted everyone was present.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Allgeier and seconded by Esq. Fisher, it is ordered by the Court to approve the minutes from the November 15, 2005 meeting.

Motion carried unanimously

RE: OLD BUSINESS

RE: 2005-2006 BUDGET AMENDMENT – 2ND READING – RELATING TO ELEVATOR PROJECT, EMS, COP’S GRANT & LITTER GRANT

Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the Court to approve the 2nd reading of the 2005-2006 budget amendment. (Amendments are attached)

Motion carried unanimously

RE: HANCE’S BRIDGE ON SIX MILE ROAD

Judge Brent informed the Court that he has applied with the State for Emergency Road Aid to help with the expense of repairing Hance’s Bridge. Glenn Baxter, County Road Supervisor noted the low bid received did not include the $14,000.00 for removal of the old bridge. He felt the County could remove it at a much lower cost. Glenn will get prices on culverts for the January meeting.

Upon motion by Esq. Fisher and seconded by Esq. Beasley, it is ordered by the Court to table the decision on Hance’s Bridge until the January meeting.

RE: NEW BUSINESS

RE: ROADS

The Court discussed ice removal on the County’s gravel roads. Glenn Baxter will obtain information pertaining to the cost of materials for ice removal and the storage requirements for the materials before the January meeting.

RE: EMS – REPLACEMENT OF ROBBIE O’BRIEN FULL – TIME POSITION

Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to allow the EMS Supervisors to start interviewing for the replacement of full-time EMT Robbie O’Brien, with the final decision resting with the EMS Committee.

Motion carried unanimously

RE: 911 REQUESTS

Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to purchase 2 weather radios for the Eminence Police Department in the amount of $873.00 and 2 radios for the Eminence Fire Department at a cost of $891.00. This will be their radio allotment for 2006.

Motion carried unanimously

RE: 2006 SHERIFF’S BUDGET – SHERIFF BOBBY DOWNEY TO PRESENT

Upon motion by Esq.McCarty and seconded by Esq. Fisher, it is ordered by the Court to approve the 2006 Sheriff’s Budget with receipts of $414,247.00 and expenditures of $405,145.49 resulting in excess fees of $9,101.51.

Motion carried unanimously

RE: 2006 COUNTY CLERK’S BUDGET – COUNTY CLERK JUANITA LASHLEY TO PRESENT

Upon motion by Esq. Allgeier and seconded by Esq. Fisher, it is ordered by the Court to approve the 2006 County Clerk’s Budget with receipts of $2,878,628.00 and expenditures of $2,856,100.00 resulting in excess fees of $22,528.00.

Motion carried unanimously

RE: CLAIMS AND TRANSFERS

Upon motion by Esq. Beasley and seconded by Esq. Gunnell, it is ordered by the Court to approve the following claims and transfers:

JAIL FUND $ 10,011.97
SOLID WASTE  $ 446.22
911 EMS FUND $ 3,579.75
FAIR FUND  $ 868.99

Upon motion by Esq.Allgeier and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
