| Notice: These are the "unofficial" minutes of the Henry County Fiscal Court Meetings. By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved. |
The Henry County Fiscal Court met in a regular session on February 22, 2005 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John Brent called the meeting to order and noted everyone present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the court to approve the minutes from the January 18, 2005 regular meeting.
Motion carries unanimously
RE: OLD BUSINESS
RE: District 5 - Rural Secondary Road Proposal Approval
Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the court to approve the Secondary Road Plan which was recommended by the Kentucky Transportation Department and to add the following roads to be considered for patching: Hwy 157, Hwy 1899 (from Hwy 55 to the factories), Hwy 3322, and Hwy 1360.
Motion carried unanimously
RE: NEW BUSINESS RE: ROAD DEPARTMENT UPDATE & MAP APPROVAL
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the court to table the map approval until the next regular court meeting, giving each court member time to evaluate the maps.
Motion carried unanimously
RE: 911 REQUESTS
Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the court to reimburse the City of Eminence $4,032.60 for radios and batteries purchased as a result of the tornado, and the approval for 2 new radios for the paid service in the amount of $1,102.50.

RE: 2004 COMPREHENSIVE PLAN /GOALS AND OBJECTIVES
Upon motion by Esq. McCarty and seconded by Esq. Brown, it is ordered by the court to approve the recommendations on the goals and objectives portion of the 2004 Comprehensive Plan.

RE: JAIL UPDATE
Judge Brent informed the court of a work release program using Henry County inmates under the supervision of Magistrate David Brown to help pick up litter. He also announced the county had been successful in recovering $2,021.15 in medical reimbursement on a Henry County inmate.
RE: CAPITALIZATION POLICY
Upon motion by Esq. Allgeier and seconded by Esq. Gunnell, it is ordered by the court to accept the capitalization policy which was recommended by the auditor.

RE: FIRE DEPARTMENT BUDGET REQUEST
Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the court to request all fire departments to submit an annual report showing all income and a line item for each expenditure which will be due no later than 6 months after the end of their fiscal year.

RE: HENRY COUNTY WEBSITE - JOYCE MEYER
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the court to hire Joyce Meyer to develop a Henry County Fiscal Court and related offices website at a one time developing fee of no more than $1,000.00 and an annual fee of no more than $400.00. This will be reviewed annually.

RE: COMMUNITY EDUCATION PROGRAM - MONA HUFF
Mona Huff with the Community Education Program spoke to the Court asking for a donation of $2,500.00. There was no action taken to allow the Court time to review the Community Education Program's budget.
RE: PENDLETON POLLING PLACE - JUANITA LASHLEY
Upon motion by Esq. Allgeier and seconded by Esq. Beasley, it is ordered by the court to allow Juanita Lashley, Henry County Clerk to add another precinct to Pendleton.
Motion carried unanimously
RE: HENRY COUNTY SHERIFF - G.R. "BOBBY" DOWNEY
Sheriff G.R. "Bobby" Downey presented the court a check in the amount of $82,811.57 in excess fees.
RE: CLAIMS & TRANSFERS
Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the court to approve the following claims and transfers:

RE: MOTION TO ADJOURN
Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the court to adjourn and each Magistrate, the Judge Executive, and the County Attorney shall receive a typed copy of the minutes prior to the next regularly scheduled meeting.
