HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
JULY 12, 2005

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in regular session on July 12, 2005 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive, John L. Brent, led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER & PREPARATION

Silent prayer was observed in preparation for the meeting.

RE: CALL TO ORDER

Judge Executive, John L. Brent called the meeting to order and noted everyone was present.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Allgeier and seconded by Esq. Beasley, it is ordered by the Court to approve the minutes from the June 21, 2005 regular meeting.

Motion carried unanimously

RE: OLD BUSINESS

There being no old business, the meeting proceeded with new business.

RE: NEW BUSINESS

RE: ROAD DEPARTMENT UPDATE

Road Supervisor, Glenn Baxter, informed the Court of the completion of a FEMA Project on a low water crossing, located at Hill Street. He encouraged the Court to go by and see it. Judge Brent noted a roller had been purchased by the road department and the cost was less than the amount budgeted.

RE: EMS UPDATE

Scott McClamroch, Assistant EMS Supervisor, reported the 24/7 Emergency Service is going well.

RE: FAIRGROUNDS/PARKS UPDATE

Judge Brent suggested the Court look at several low cost options to make the necessary changes in the bathrooms at the fairgrounds.

Esq. Gunnell updated the Court on the prices and sponsors for two electric scoreboards for Harry Hill Park. He felt confident that all cost would be donated except the cost to run the electric to the scoreboards.

Upon motion by Esq. Beasley and seconded by Esq. Brown, it is ordered by the Court to allow Esq. Gunnell to proceed with the installation of the scoreboards, and the Court would pay cost of electricity as long as it did not exceed $2,500.00.

RE: FRANKLIN CO. JAIL CONTRACT

Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to enter into a contract with the Franklin Co. Jail to house Henry County inmates at $30.00 per day on a as needed basis.

Motion carried unanimously

RE: MASK/HOOD ORDINANCE-1ST READING

Upon motion by Esq. McCarty and seconded by Esq. Gunnell, it is ordered by the Court to approve the 1st reading of the Mask-Hood Ordinance.

Motion carried unanimously

RE: HOMELAND SECURITY DIRECTIVE

Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to adopt a resolution relating to the National Incident Management System (NIMS).

Motion carried unanimously

RE: EXECUTIVE SESSION-BUYING AND SELLING OF LAND

Upon motion by Esq. Brown and seconded by Esq. McCarty, it is ordered by the Court to move into Executive Session to discuss the buying and selling of land.

Motion carried unanimously

Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the Court to move out of Executive Session.

Motion carried unanimously

Upon motion by Esq. Beasley and seconded by Esq. Allgeier, it is ordered by the Court to go into regular session.

Motion carried unanimously

RE: SELLING LAND AT INDUSTRIAL PARK IN CAMPBELLSBURG

Upon motion by Esq. Gunnell and seconded by Esq. McCarty, it is ordered by the Court to allow the Committee which consists of Judge Brent, Esq. Gunnell, and Esq. Brown, to price lots and not to go below double the price paid at $6,200.00 per acre ($3,100.00 price paid originally), unless it is an industry which will bring many new jobs.

Motion carried unanimously

RE: SELLING LAND/SR. CITIZENS APPLY FOR FEDERAL GRANT

Judge Brent informed the Court that the Senior Citizens have an opportunity to apply for a Federal Grant (CDBG Funds) of up to one half million dollars to build a new Senior Center. They must have property before they can apply and he asked the Court their thoughts on donating an area at the Henry County Fairgrounds to them.

Upon motion by Esq. McCarty and seconded by Esq. Fisher, it is ordered by the Court to give one quarter of an acre, estimated value of $40,000.00 to $50,000.00, to the Tri Co. Senior Citizens, with right of reversion to deed in case grant application is not approved, with the Court determining the exact location of the donated property.

RE: CONCERNED CITIZEN – AUDIBILITY OF MEETINGS

Peggy Webster addressed the Court with her concerns that she and others have difficulty hearing the comments made in the meeting. The Court members agreed to try and speak louder but stated they did not have the funding to install new audio equipment.

RE: SHERIFF’S SETTLEMENT

Upon motion by Esq. Allgeier and seconded by Esq. Brown, it is ordered by the Court to approve the Sheriff’s Settlement.

RE: COURT COMMENTS

Peggy Bryant informed the Court that the KY Humane Society had received memorials in the amount of $632.00 from Henry County Citizens and the County would receive credit for half that dollar amount on next month’s billing.

Judge Brent noted the closing on the HUD House had taken place today. He also mentioned the paving on several State Projects had been completed.

Esq. Fisher discussed his concerns about the bridges and FEMA Projects. He was informed the bids requested by FEMA have been turned in and we are waiting on their response.

RE: HARVEST SHOWCASE

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to be an in-kind sponsor for the Henry County Harvest Showcase.

Motion carried unanimously

RE: ADJOURN

Upon motion by Esq. McCarty and seconded by Esq. Gunnell, it is ordered by the Court to adjourn and each Magistrate, the County Judge Executive and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
