The Henry County Fiscal Court met in a regular session on January 17, 2006 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting
RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Allgeier and seconded by Esq. Fisher, it is ordered by the Court to approve the minutes from the December 20, 2005 meeting.
Motion carried unanimously
RE: OLD BUSINESS
RE: HANCE’S BRIDGE ON SIX MILE ROAD
Judge Brent informed the Court that the State Transportation Cabinet has confirmed the County will receive an 80% match or about $52,000 from the Emergency Aid Fund towards the project of replacing Hance’s Bridge.
Upon motion by Esq. Fisher and seconded by Esq. Beasley, it is ordered by the Court to take this item off the table and allow Glenn Baxter to accept the lowest bid received at the November 15, 2005 meeting from Kakrsner Construction in the amount of $65,902 and to begin the project.
Motion carried unanimously
RE: NEW BUSINESS
RE: ROAD UPDATE & DISCUSSION OF ICE & SNOW REMOVAL
Henry County Road Supervisor Glenn Baxter reported to the Court that he had compared Henry County’s ice and snow removal with the surrounding counties and found that Carroll County uses a mixture of salt and cinders to clear their roads. He noted that for approximately $3000 he could make the existing shed usable for storage and for an increase of less than $18,000 a year (based on current usage), he could use the mixture of salt and cinders. The salt company he contacted will not take new customers until next year.
Upon motion by Esq. Fisher and seconded by Esq. Brown, it is ordered by the Court to allow Glenn Baxter to move forward with preparing the shed for storage of salt and to pursue an alternative source for purchasing a small amount of salt for this year as long as the cost is within the budget. The intention would be to purchase larger amounts in 06/07.

RE: EMS UPDATE
Judge Brent introduced Shelley Noe, who has been selected by the EMS Committee to replace Robbie O’Brien as a full-time EMT. Judge Brent noted Shelley has worked as a part-time EMT with the County for a number of years.
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to accept the EMS Committee recommendation to hire Shelley Noe as a full-time EMT.
Motion carried unanimously
Upon motion by Esq. Allgeier and seconded by Esq. Beasley, it is ordered by the Court to accept the EMS Committee recommendation to hire Lorry Hansen as a part-time EMT.
Motion carried unanimously
RE: PLANNING & ZONING UPDATE-COMMISSIONER JOSH CLUBB TO PRESENT
Commissioner Josh Clubb informed the Court of the Planning & Zoning recommendations to amend the Zoning Ordinance to clarify 3 sections: (1) who gets the two cuts from a track, (2) all Ag buildings are required to get a building permit, (3) no fees for permits for Ag buildings.
The Court took a straw poll to show a consensus against charging fees for building permits for Ag buildings. The Court will act on the Planning and Zoning recommendation of ordinance changes at the February meeting.
RE: AG DISTRICT RECOMMENDATION – LOUDEN FARM ON TURNERS ROAD
Upon motion by Esq. Brown and seconded by Esq. McCarty, it is ordered by the Court to make the Ag District recommendation to Soil Conservation Board for the Darrell Louden farm at 2332 Turners Station RD.
Motion carried unanimously

Upon motion by Esq. Beasley and seconded by Esq. Allgeier, it is ordered by the Court to approve the following claims and transfers:

RE: COURT COMMENTS
Esq. Gunnell informed the Court that he, Judge Brent and Eminence Mayor Bates have been working on projects to bring new business to the County. He also noted he had attended a productive EMS meeting and he appreciated everyone’s willingness to work together as they will be bringing a proposal to the February meeting.
Judge Brent reported the New Castle Lions Club gave the County a check in the amount of $4,600 from the profits of the fair. Nancy Jarett with Bell South presented Tri Co. Community Action Agency a check for $2,000 for the Senior Citizens Project. The Project is about $18,000 away from the Tier 1 Status.
RE: ADJOURN
Upon motion by Esq. Allgeier and seconded by Esq. McCarty, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
