The Henry County Fiscal Court met in a Regular Session on October 17, 2006 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to approve the minutes from the October 4, 2006 Special Meeting.
Motion carried unanimously
Upon motion by Esq. McCarty and seconded by Esq. Gunnell, it is ordered by the Court to approve the minutes from the September 19, 2006 Regular Meeting.
Motion carried unanimously
RE: OLD BUSINESS
RE: TABLED REQUEST FOR COMPUTER PURCHASE FOR ID SYSTEM
Upon motion by Esq. Beasley and seconded by Esq. Gunnell, it is ordered by the Court to take off the table the request from the Henry County Fire Chiefs Association to purchase a computer for the ID System.
Motion carried unanimously
Deputy Judge Bryant informed the Court that she had reviewed the tape of the March 21, 2006 meeting where Homer Druin came before the Court asking for an approximate cost of $3179.00 to purchase the ID System. Homer stated other funds would be tapped to purchase the computer. Following discussion Judge Brent called for a motion.
Upon motion by Esq. Beasley and seconded by Esq. McCarty, it is ordered by the Court to deny the request from the Henry County Fire Chiefs Association for the purchase of a computer for the ID System.
Motion carried unanimously
RE: NEW BUSINESS
RE: ROAD UPDATE
Glenn Baxter, Henry County Road Supervisor, informed the Court that the salt is in for the winter months. He is not sure when final roads will be completed. Esq. Fisher asked for an update on Hance’s Bridge. Glenn stated one head wall is in and completed and the by-pass seems to be working. He doesn’t have a projected date for completion on the project but will request a completion date before next month’s meeting.
Judge Brent noted he and Glenn turned in receipts for the Special Budget Appropriation for work completed on Hieatt and Bates Lane and the County has already received the check in the amount of two hundred thousand dollars ($200,000.00).
RE: EMS
1. Supervisor Update
The meeting proceeded to the next item of business, as the EMS supervisor was absent due to an EMS run.
2. Setting of BLS Rates & Proposed ALS Rates
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to accept the recommendation from SDI to update the BLS and ALS rates.
Motion carried unanimously
RE: RESOLUTION PERTAINING TO THE CDBG GRANT/LOAN FOR C.A. GARNER VENEER, INC.
Upon motion by Esq. McCarty and seconded by Esq. Allgeier, it is ordered by the Court adopt the Resolution pertaining to the CDBG Grant/Loan Application for C.A. Garner Veneer, Inc.
Motion carried unanimously
RE: PARKS EQUIPMENT UPDATE PROPOSAL
Judge Brent informed the Court that the County was unsuccessful with their Land and Water Grant Application. The funds were to be used for parks equipment. Judge Brent noted money had been put in the budget to match this 50/50 grant. Deputy Judge Bryant presented a parks proposal to the Court requesting the approval of up to ten thousand dollars ($10,000.00) for the purchase of parks equipment.
Upon motion by Esq. Brown and seconded by Esq. Gunnell, it is ordered by the Court to approve up to ten thousand dollars ($10,000.00) for the purchase of parks equipment.

RE: INTER-LOCAL AGREEMENT FOR THE PURPOSE OF GUARDRAIL INSTALLATION AT CAMPBELLSBURG & EMINENCE GRADE SCHOOLS
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to approve the Inter-Local Agreement with the Campbellsburg City - Mayor and Eminence Independent School, Eminence City – Mayor, with each city and/or school being responsible for the location of underground utilities and/or power lines prior to any excavation by the Henry County Fiscal Court Road Department.
Motion carried unanimously
RE: COUNTY WEBSITE UPDATE – JOYCE MEYERS
Joyce Meyers reviewed the last twelve months of the Access Statistics Report. She noted the report shows the usage of the County’s Website is increasing. Esq. Gunnell stressed this is the best link to promote Henry County with Economic Development and our website outshines a lot of the other counties. He noted this is a great advantage for low cost advertising.

RE: COURT COMMENTS
Scott McClamroch, EMS Director, thanked the Court for approval of the BLS and ALS Rates. He said the EMS Committee is continuing to meet and prepare for the November Court meeting. At that time they will present their proposal for the ALS and chase vehicle.
Esq. Gunnell complimented Scott on the new EMS uniforms. He thanked Scott for giving one hundred and ten percent (110%) as well as all the EMS volunteers. He noted it had been a busy day with a lot of runs.
Esq. Brown thanked the road department for a job well done on Cane Run Road and Gullions Branch.
Esq. Allgeier suggested the front steps of the courthouse might need the hand-rails raised. Judge Brent asked Esq. McCarty to meet with him to look at the railing. Judge Brent noted we do have a handicapped accessible ramp for those who need it. There were comments regarding the door being locked and the need to ring a bell when using the handicapped ramp. Sheriff G.R. “Bobby” Downey stressed that the door being locked is a requirement from AOC for security reasons.
RE: ADJOURNMENT
Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive, and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
