The Henry County Fiscal Court met in a regular session on November 21, 2006 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Allgeier and seconded by Esq. Gunnell, it is ordered by the Court to approve the minutes from the October 17, 2006 regular meeting.
Motion carried unanimously
Upon motion by Esq. McCarty and seconded by Esq. Brown, it is ordered by the Court to approve the minutes from the October 27, 2006 special meeting.

RE: OLD BUSINESS
There being no Old Business the meeting proceeded with New Business.
RE: NEW BUSINESS
RE: ROAD SUPERVISOR’S UPDATE
Henry County Road Supervisor, Glenn Baxter, informed the Court that Hance’s Bridge on Six Mile Road is looking good and the completion date is January 1, 2007. He noted Mago and Ohio Valley are in the County blacktopping state roads and will do Giltner Road in the next few days. The Lead Mine Project was completed today and all in house blacktopping is done. Esq. Fisher stressed the need for rock and culverts on a stretch of road from Joe’s Branch to Hwy. 573. Glenn noted that the road had already been discussed and he was planning some work in the near future. Esq. Fisher will review the work and if not completed to his satisfaction will bring the issue back to the Court at next month’s meeting.
RE: EMS UPDATE
Henry County EMS Director, Scott McClamroch, told the Court that there were no major problems with the EMS and he will discuss the Paramedics Program later in the meeting.
RE: 911 COMMITTEE
1. Campbellsburg Fire Repeater Related Request
David Noe, Campbellsburg Fire Chief, informed the Court that the Campbellsburg Fire Department recently purchased the radio tower and easements to the tower that is located in Sligo from Scott Burrows. David requested the Court have the electric service placed in the name of Henry County Fiscal Court and the County be responsible for the cost of the monthly electric service that is approximately twenty dollars each month.
Upon motion by Esq. Beasley and seconded by Esq. Gunnell, it is ordered by the Court to table this issue until next month’s meeting to give the 911 Committee time for discussion and consideration.

2. Emergency Warning Siren for Harry Hill Park-Bruce Owens DES Coordinator
DES Coordinator, Bruce Owens, came before the Court to request funding for an outdoor warning siren, which would be installed near the Henry County Fairgrounds. He noted this is at an estimated cost of fifteen thousand dollars ($15,000.00). Bruce said the siren was necessary due to increased activity in the area. The siren will cover not only the fairgrounds but also the Senior Citizens Center, the soccer and softballs fields as well as the Henry County High School and Henry County Middle School.
Esq. Gunnell stated the 911 Committee was aware of the need for three sirens. A siren is needed for Bethlehem, Smithfield and the Fairgrounds area. He said a field representative from Congressman Geoff Davis’s Office had attended a meeting in Smithfield and was going to try and obtain the funds for the three sirens, but funding may not be available until after January 1, 2007.
Upon motion by Esq. Beasley and seconded by Esq. Brown, it is ordered by the Court to table this issue until next month’s meeting to give Judge Brent time to talk with the office of Congressman Geoff Davis for possible funding of the sirens from the federal government.

RE: SENIOR CITIZENS CENTER UPDATE & REQUEST
Judge Brent presented the Henry County Senior Center Cost Summary. He noted the seniors had been awarded a four hundred and eight thousand dollar ($408,000.00) Block Grant to build the much-needed Senior Citizen Center. They had received five bids ranging from five hundred thirty two thousand dollars ($532,000.00) to seven hundred fifty thousand dollars ($750,000.00). Even after drastic cuts were made in the value engineering process bids still came in around the four hundred thousand dollar ($400,000.00) range. Judge Brent continued conversations with the Governors office and the maximum amount of five hundred thousand dollars ($500,000.00) was approved. He noted the seniors had raised over forty thousand dollars ($40,000.00) for this project and he requested the Court approve twenty four thousand two hundred sixty four dollars and thirty seven cents ($24,264.37) to complete the project. Judge Brent noted the funding would be taken from renewals and repairs in the budget.
Seniors Polly Troxell and Judy Milliner addressed the Court asking for the approval of the funds. They noted the Seniors had worked so hard to try to find funding to help with this project and a new center was much needed.
Upon motion by Esq. Fisher and seconded by Allgeier, it is ordered by the Court to approve twenty four thousand two hundred sixty four dollars and thirty seven cents ($24,264.37) to complete the Seniors Project. (the project will be re-bid in the coming weeks.)

RE: HEALTH BOARD REPLACEMENT OF OUTGOING MAGISTRATE CECIL MCCARTY
Upon motion by Esq. Gunnell and seconded by Esq. Fisher, it is ordered by the Court to allow David Brown to serve on the Health Board.

RE: EXTENSION BOARD RECOMMENDATIONS – GINGER COOMBS & DOUG BATES
Upon motion by Esq. Beasley and seconded by Esq. Allgeier, it is ordered by the Court to accept the recommendation to approve the appointment of Ginger Coombs and Doug Bates to the Extension Board.

RE: 2007 CLERK’S BUDGET – JUANITA LASHLEY TO PRESENT
Henry County Clerk, Juanita Lashley, came before the Court and presented the 2007 Clerk’s Budget.
RE: 2007 SHERIFF’S BUDGET – DANNY CRAVENS TO PRESENT
Henry County Sheriff Elect, Danny Cravens, came before the Court to present the 2007 Sheriff’s Budget.
Judge Brent asked Esq. Gunnell and Esq. Fisher to serve on the committee to review the Clerk and Sheriff’s Budgets and to make recommendations to the Court at next month’s meeting.
RE: 2007 EMPLOYEE HEALTH INSURANCE – BROWN INSURANCE TO PRESENT
Kelly Nett, with Brown Insurance, came before the Court to present the 2007 Employee Health Insurance Renewal Rates. She informed the Court she had received quotes from Humana, United Healthcare, and Anthem Blue Cross Blue Shield. She reviewed the rates and answered questions from the Court.
Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the Court to accept quotes from Anthem Blue Cross Blue Shield Insurance (the lowest of the three) with employee contribution the same as last year for lower rate coverage.

RE: PARAMEDICS PROGRAM PROPOSAL
1. EMS Advisory Committee to Present
Patrick Burnett, President of EMS Advisory Committee, brought the Committee’s recommendation to the Court. The Committee recommended the County go Advanced Life Support (ALS) on a three (3) tiered response plan with a Paramedic in a response vehicle. Henry County EMS Director, Scott McClamroch, and Henry County Medical Director, Dr. Andrew Rochet, shared positive comments and the advantages to the ALS with a paramedic in a response vehicle. Long-time volunteer EMT Bobby Burnett and Attorney John Berry (representing his wife Carol who serves on the EMS Advisory Board) also spoke in favor of the response vehicle.
2. Financials & County Comparisons Presented by Judge/Executive
Judge Executive John L. Brent presented an EMS/Paramedic County Survey and Analysis. He also compared the cost of the ALS with the paramedic in the response vehicle to the ALS with the paramedic in the truck.
3. Public Comments
Judge Brent opened the meeting to hear public comments.
4. Fiscal Court
Each member of the Court had the opportunity to express their opinions. All favored the ALS, several addressed the benefit of the paramedic having his own car vs. the cost of the two paramedic systems. Esq. Gunnell stated the County is in very good financial shape and you can’t put a price on a life. He asked Judge Brent to allow him to make the motion.
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to go to the Paramedic Program which consists of the three (3) tiered Program with the paramedic in a 4-Wheel Drive Vehicle, not an ambulance, and that the program be funded in part from the eighty thousand ($80,000.00) a year received from Safety Kleen.
