Henry County Fiscal Court met in a Regular Session on December 19, 2006 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Judge Brent informed the Court that Esq. McCarty’s son Greg had surgery today and to remember the family during silent prayer.
RE: CALL TO ORDER
Judge Brent called the roll noting Esq. McCarty was absent.
RE: APPROVAL OF MINUTES-NOVEMBER 21, 2006 REGULAR MEETING AND DECEMBER 11, 2006 SPECIAL MEETING
Upon motion by Esq. Allgeier and seconded by Esq. Brown, it is ordered by the Court to approve the minutes from the November 21, 2006 Regular Meeting.
Motion carried unanimously
Upon motion by Esq. Fisher and seconded by Esq. Gunnell, it is ordered by the Court to approve the minutes from the December 11, 2006 Special Meeting which pertained to Park and Service Land Acquisition.

RE: OLD BUSINESS
RE: TABLED CAMPBELLSBURG FIRE REQUEST FOR PAYMENT OF ELECTRIC UTILITIES FOR REPEATER
Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to take off the table the Campbellsburg Fire request for payment of the electric utilities for the repeater.
Motion carried unanimously
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to pay the electric bill for the repeater located in Sligo using 911 funds. ($20.00 per week approximate cost)

RE: TABLED DES REQUEST FOR A WEATHER WARNING SIREN AT HENRY COUNTY FAIRGROUNDS
Judge Brent informed the Court that no action is required as he recently attended the Regional 911 Board Meeting where the Board voted to purchase a warning siren for Trimble, Owen and Henry County with Regional 911 Funds. Henry County will install their siren at the fairground-park area.
RE: NEW BUSINESS
RE: ROAD UPDATE
Glenn Baxter, Henry County Road Supervisor, informed the Court that Hance’s Bridge has been completed and the guardrails have been installed at both school districts. He asked the Court to allow him to trade in the 2 small asphalt rollers for a larger 2003 Model with 1100 hours at a cost under $20,000.00.
Upon motion by Esq. Beasley and seconded by Esq. Gunnell, it is ordered by the Court to purchase with trade in of 2 small asphalt rollers a larger 2003 asphalt roller at a cost under $20,000.00

RE: EMS UPDATE
Scott McClamroch, Henry County EMS Director, reported that the EMS service is moving ahead with implementing the ALS, with a target date of April 1, 2007. He noted everything seems to be coming together.
Patrick Burnett brought requests to the Court from the EMS Advisory Committee. They request permission to: advertise for an ALS Coordinator, use of the Senate Bill 66 funding to purchase EKG Monitors, set April 1, 2007 as the target date, purchase a 2006 GMC Envoy to be used as the chase car from Browning Pontiac at a cost of $19,900.00 and set salary rates of $14.50 an hour for the ALS Coordinator and $13.85 an hour for the paramedics. He also noted they are still under budget with the salaries and chase car.

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to purchase a 2006 GMC Envoy with extended warranty from Browning Pontiac at a cost of $19,900.00.

Approval to Let Bids for EKG Monitors
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to allow Scott McClamroch to let bids for 2 EKG monitors and to apply Senate Bill 66 money towards the purchase of the monitors.

Salaries for ALS Coordinator and Paramedics
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to set the salary for the ALS Coordinator at $14.50 an hour and the salary at $13.85 for the paramedics, which is under budget for salaries.

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to set April 1, 2007 as the start date for the ALS.

Advertise for ALS Coordinator
Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to advertise for the ALS Coordinator who will be interviewed by the EMS Court Committee, Patrick Burnett, and Dr. Rochet and the recommendation be brought to the Court at the January 2007 meeting.

RE: 911 REQUESTS
Eminence Fire & Rescue – Radios
Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to approve purchase of 2 radios at a total price of $1005.00 for the Eminence Fire and Rescue.

City of Smithfield –Weather Siren
Upon motion by Esq. Beasley and seconded by Esq. Allgeier, it is ordered by the Court to contribute $2,500.00 towards the purchase of a weather siren for the City of Smithfield.

Pleasureville Police Dept. – Mobile Repeater & Radio
Upon motion by Esq. Beasley and seconded by Esq. Fisher, it is ordered by the Court to purchase a radio and repeater at a total cost of $1,502.25.
Motion carried unanimously
RE: KACO RESOLUTION FOR FINANCING OF PROPERTY
Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to authorize Judge Brent to sign the KACO Resolution approving a lease for the financing of a land project and authorizing the execution of various documents related to such lease.

RE: COUNTY CLERKS 2007 BUDGET-2ND READING –JUANITA LASHLEY, COUNTY CLERK
After a lengthy discussion by the Court and some public comment concerning the Clerk’s 2007 Budget Judge Brent called for a motion.
Upon motion by Esq. Beasley and seconded by Esq. Fisher, it is ordered by the Court to approve the 2nd reading of the County Clerk’s 2007 Budget.

RE: SHERIFF’S 2007 BUDGET-2ND READING –SHERIFF ELECT DANNY CRAVENS
Following a lengthy discussion by the Court and comments from the public regarding the Sheriff’s 2007 Budget Judge Brent called for a motion.
Upon motion by Esq. Beasley and seconded by Esq. Allgeier, it is ordered by the Court to approve the 2nd reading of the Sheriff’s 2007 Budget.

RE: COUNTY HEALTH INSURANCE UPDATE-SCOTT BROWN OF BROWN INSURANCE CO.
Scott Brown of Brown Insurance came before the Court with a health insurance update. Due to changes from our employees on their insurance coverage Anthem Blue Cross and Blue Shield had increased the rates substantially. Scott had informed United Healthcare that the County was going to leave their company for Anthem and they reevaluated and lowered their premiums. United Healthcare is presently offering the lowest rates.
Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to accept the rates from United Healthcare with the employee contribution the same as last year for the lower rate coverage.

RE: KCJEA LEGAL ACTION AGAINST STATE REGARDING CREDIT FOR TIME SERVED
Upon motion by Esq. Allgeier and seconded by Esq. Fisher, it is ordered by the Court to approve paying a $400.00 fee to participate in the jail litigation on the issue of credit for time served and to authorize Judge Brent to sign off on their resolution.

Judge Brent recognized Esq. Allgeier, Esq. McCarty and Sheriff G.R. “Bobby” Downey for their many years of service to the County. They will be retiring at the end December and will be missed.
RE: ADJOURNMENT
Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive, and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
