The Henry County Fiscal Court met in a regular session on March 21, 2006 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. McCarty and seconded by Esq. Allgeier, it is ordered by the Court to approve the minutes from the February 21, 2006 meeting.
Motion carried unanimously
RE: OLD BUSINESS
RE: KIPDA/DOT COUNTY ROAD MAP APPROVALS
Upon motion by Esq. Brown and seconded by Esq. McCarty, it is ordered by the Court to approve the KIPDA/DOT County Road Map with the one exception, the spelling of Monfort Lane be changed to Montfort Lane.
RE: 2ND READING ON PLANNING & ZONING AMENDMENT
Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to approve the second reading of the Planning and Zoning Amendment which clarifies Section 770; which states who is entitled to the cuts from the parent tracks of land.

RE: NEW BUSINESS
RE: ROADS
Supervisor Update
Henry County Road Supervisor, Glenn Baxter informed the Court that the iron cast for Hansen’s Bridge has been ordered and the County had received the check from the Emergency Road Aid Fund.5th District Presentation & Approval of Rural Secondary Road Recommendations
John Callahan and Barry Sanders with the Kentucky Transportation Cabinet came before the Court to present the Rural Secondary Road Recommendations. Mr. Callahan went over each project and noted that Henry County had one hundred fifteen (115) miles of rural secondary roads. Mr. Callahan answered questions from the Court.Judge Brent thanked Mr. Callahan and Mr. Sanders for coming and expressed the Court’s appreciation for their support and willingness to work with the County.
Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to approve the Rural Secondary Road Recommendations.

RE: EMS
1. Supervisor Update
Scott McClamroch, Henry County EMS Interim Supervisor, asked the Court to approve the hiring of four (4) part-time EMT’S. He noted background checks had been completed.1. Part –time EMT Approvals
Upon motion by Esq. Allgeier and seconded by Esq. Gunnell, it is ordered by the Court to approve the hiring of Bryan G. Hall, Melanie Joy Rice, Mike Rouser, and Emily Anne Williams as part-time EMT’S.
Motion carried unanimously
2. Ambulance Remount Bid Openings
The following bids for the ambulance remount were opened:
Muster Emergency Vehicles, Inc. $57,224.00
Richards & Clarke, Inc. $53,307.00
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to accept the recommendation from Scott McClamroch, Interim Henry County EMS Supervisor, to accept the bid from Richards & Clarke, Inc.

RE: COMMITTEE REPORT ON EMERGENCY SERVICES ID BADGES
Homer Druin gave an update to the Court from his committee. He stressed the importance and need for ID badges and noted over two hundred twenty (220) representatives of the County would be eligible to have the ID badges. The committee recommends the Court purchase the Alpha Card Software Package at an approximate cost of $3179.00. Homer assured the Court the equipment will be kept secure and under strict guidelines. It will be stored at the Henry County EMS Building, protocols will be established, and the fire departments will reimburse the County for the cost of their cards.
Upon motion by Esq. Beasley and seconded by Esq. Allgeier, it is ordered by the Court to go forward with the purchase of the Alpha Card Software Package and to try to purchase with 911 funds.
Motion carried unanimously
RE: JAIL BUDGET
The proposed jail budget was presented to the Court. Judge Brent noted the cost for housing inmates was down twenty five thousand dollars ($25,000) from last year. He contributes that to the Judges being more aware of the jail expenses being a burden to the County, the Carroll Co. Jail and the cycle we are in at this time. He feels the cost of fuel and state retirement will increase next year. No action was taken at this time.
RE: VOTING MACHINE PURCHASE-JUANITA LASHLEY
Juanita Lashley, Henry County Clerk, informed the Court that the Pendleton Precinct had been
divided into two separate precincts and would need one (1) voting machine and one (1) judges booth controller at a cost of five thousand dollars( $5000.00). Juanita also
expressed the need for one (1) demo voting machine, one (1) spare voting machine, and one (1) judge’s booth controller at a total cost of seventy five hundred dollars
($7500.00). The total cost for the five (5) machines is twelve thousand five hundred dollars ($12,500.00). These machines are needed for the May 16, 2006 Primary.
Upon motion by Esq.Gunnell and seconded by Esq. Brown, it is ordered by Court to purchase voting machines at a total cost of twelve thousand five hundred dollars ($12,500.00).

RE: HENRY COUNTY WATER DISTRICT BOARD APPOINTMENT - RECOMMENDATION OF WENDELL HAWKINS TO BE REAPPOINTED
Upon motion by Esq. Brown and seconded by Esq. Gunnell, it is ordered by the Court to accept the recommendation of the Henry County Water District Board for the reappointment of Wendell Hawkins.
Motion carried unanimously
RE: LEGISLATIVE UPDATE
Judge Brent informed the Court that Representative Rick Rand had been successful in getting all of Hwy 146 on the six (6) year road plan. Representative Rand and Senator Ernie Harris have committed in this year’s budget one half million dollars ($500,000.00) towards the City of Campbellsburg’s Sewer Project. Judge Brent sent the resolutions passed at last month’s meeting to Frankfort in hopes of more County Road Aid and the State taking over the jails.
Esq. Gunnell noted the Senate met trying to get more jail money in the budget to help County Governments.

RE: COURT COMMENTS
Judge Brent gave an update on Solid Waste. The County will be working inmates this Thursday and Friday cleaning litter on Hwy 146. Solid Waste is sponsoring the third annual Henry County Clean Sweep on April 20-22.]
Don Eversole asked the County to maintain the turn around on his property at 1815 Marshall Bottom Road. Mr. Eversole stated that the county trucks, Rumpke, and other vehicles use his driveway as a turn around. Virginia Harrod, County Attorney recommended that Mr. Eversole sign an easement if he wanted the County to maintain it. Mr. Eversole was in agreement to do so.
Esq. Brown stated it was good news that the jail expenses were down. He commended the Jailer, Sheriff, and County Clerk for jobs well done.

Upon motion by Esq. Allgeier and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
