HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
JUNE 20, 2006

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a regular session on June 20, 2006 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER & PREPARATION

Silent prayer was observed in preparation for the meeting.

CALL TO ORDER:

Judge Brent called the meeting to order.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Allgeier and seconded by Esq. Beasley, it is ordered by the Court to approve the minutes from the May 23, 2006 regular meeting.

Motion carried unanimously

RE: OLD BUSINESS

Second Reading of the Amendment to Section 390

Upon motion by Esq. McCarty and seconded by Esq. Allgeier, it is ordered by the Court to approve the second reading of the Amendment to a Zoning Ordinance Section 390. (substantial construction be initiated within one year, the Planning Commission may grant an extension of additional year without public hearing upon request of the property owner and for good cause shown)

Second Reading of the Amendment to Section 660II C

Upon motion by Esq. Allgeier and seconded by Esq. Gunnell, it is ordered by the Court to approve the second reading of the Amendment to a Zoning Ordinance Section 660II C. (Meat locker and/or processing of meat (not including slaughter) in any structure wherein the area devoted to processing does not exceed 1,000 square feet)

Motion carried unanimously

Recommendation of the Committee on the Amendment to Section 1110 (pertains to signs)

The Committee gave a report to the Court. The Committee recommended that no further action or changes to the Zoning Ordinance Section 1110 be taken, while encouraging the cities to take action based on the needs of their community. The Court concurred.

RE: SECOND READING OF 2006/2007 BUDGET

Judge Brent discussed and reviewed needed changes in the proposed 2006-2007 Budget.

Upon motion by Esq. McCarty and seconded by Esq. Allgeier, it is ordered by the Court to approve the second reading of the 2006/2007 Budget with attached budget changes.

RE: ROAD DEPARTMENT

RE: SUPERVISOR’S UPDATE

Glenn Baxter, Henry County Road Supervisor, informed the Court that the road department had been putting in culverts to prepare for blacktopping. He plans to start blacktopping the second week of July. He noted they have been working at the fairgrounds to help get ready for the fair.

MOTION TO ACCEPT BIDS

Upon motion by Esq. Beasley and seconded by Esq. Fisher, it is ordered by the Court to accept all of the above bids for asphalt and rock for 2006/2007.

RE: EMS UPDATE

Scott McClamroch, Henry County EMS Supervisor, reported this had been the busiest month since the County started the paid service. He noted the remount is due the end of June. He recommended the Court hire Hope Marie Hunter and Melanie Hilliard as part-time EMT’s.

Upon motion by Esq. Gunnell and seconded by Esq. McCarty, it is ordered by the Court to hire Hope Marie Hunter and Melanie Hilliard as part-time EMT’s.

Motion carried unanimously

Esq. Gunnell noted the EMS Service was in need of a new copier and one could be purchased including a cartridge at a cost of $1,125.00.

Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to purchase the copier and cartridge at a total cost of $1,125.00 and the old copier be given to the Henry County Road Department.

Motion carried unanimously

RE: 911 RADIO REQUESTS

Upon motion by Esq. Beasley and seconded by Esq. Gunnell, it is ordered by the Court to pay $255.75 for one half of the cost of a radio for the New Castle Police Department and to purchase two radios for the Pleasureville Fire Department at a cost of $799.50.

RE: 911 COMMITTEE RECOMMENDATIONS ON 2006-2007 CITY CONTRIBUTIONS

Upon motion by Esq. Beasley and seconded by Esq. Gunnell, it is ordered by the Court to give the cities the option to opt out of paying the 911 dispatching fee, with the understanding that if their city does not participate they will no longer receive funding from the County for radios and equipment for their police departments. The Court will review on an annual basis.

RE: PLANNING ZONING RECOMMENDATIONS – VHB PROPERTIES, A-3 to R-3

Upon motion by Esq. Allgeier and seconded by Esq. McCarty, it is ordered by the Court to accept the Planning & Zoning recommendation to Change the VHB Properties, Inc., located at 92 Pendleton Loop, Pendleton, KY from an A-3 to a R-3.

Motion carried unanimously

RE: COUNTY ROAD AID PUBLIC HEARING

The County Road Aid Hearing was held and there were no comments from the public.

RE: LGEA PUBLIC HEARING

The LGEA Hearing was held and there were no comments from the public.

RE: HENRY COUNTY LIBRARY BOARD APPOINTMENTS

Upon motion by Esq. Fisher and seconded by Esq. Beasley, it is ordered by the Court to appoint Darlene Taylor and Melodye Fletcher to serve on the Henry County Library Board.

Motion carried unanimously

RE: PARTICIPATION IN KARP PROGRAM FOR 2006-2007

Upon motion by Esq. Gunnell and seconded by Esq. Allgeier, it is ordered by the Court to participate in the Karp Program for 2006-2007.

RE: SENIOR CENTER LEASE

Upon motion by Esq. McCarty and seconded by Esq. Beasley, it is ordered by the Court in anticipation of CDBG funding for a new Senior Center to approve a thirty (30) year lease agreement with Tri-County Community Action Agency. Tri-County Community Action Agency will pay rent of $1.00 a year, and $300.00 per month for utilities as per lease agreement. (This lease would be transferable if another agency would take over the administration of the Henry County Senior Services.)

RE: NOISE ORDINANCE COMMITTEE REPORT

Upon motion by Esq. Fisher and seconded by Esq. Allgeier, it is ordered by the Court to table the decision on a Noise Ordinance for further consideration and more input.

RE: COURT COMMENTS

Judge Brent informed the Court that they are invited to attend the dedication of the new Ag Arena on July 3rd. He asked the Court to help work the gate on Thursday or Friday night of the fair.

Brad Stewart with Insuramax and Joe Greathouse with KACO came before the Court to answer questions regarding their insurance proposals presented at last month’s meeting. After much discussion the Court decided to have a special called meeting on Tuesday, June 27, 2006 at 4:00 to address several issues in question regarding deductibles and sovereign immunity.

Samantha Southard, Field Representative for Congressman Geoff Davis, informed the Court that four hundred thousand dollars ($400,000.00) had been allocated in the budget for infrastructure in the Henry County Commerce Park located at Campbellsburg.

Upon motion by Esq. Fisher and seconded by Esq. Allgeier, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive, and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
