The Henry County Fiscal Court met in a Special Session on October 4, 2006 at the Judge Executive’s Office in New Castle, Kentucky with the following in attendance:

RE: CALL TO ORDER
Judge Executive called the meeting to order.
RE: SUSPENSION OF MINUTES
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to suspend with the reading and approval of the minutes from the September 19, 2006 Regular Meeting.
Motion carried unanimously
RE: DISCUSSION OF CDBG LOAN APPLICATION FOR C.A. GARNER VENEER, INC.
Judge Brent asked for introductions from the visitors in attendance. They were Rick DeBurger and Hans Landert, of C.A. Garner Veneer, Inc., Chris Bell of National City Bank, Keith Roberts of KIPDA, and Mike Ray of the Economic Development Council.
Judge Brent read the grant/loan proposal and opened the floor for questions and comments. After a period of discussion Judge Brent called for a motion.
Upon motion by Esq. McCarty and seconded by Esq. Brown, it is ordered by the Court to apply for a CDBG Grant/Loan for the purpose of helping C.A. Garner Veneer, Inc., with the purchase of equipment and an approximate 20-job expansion. KIPDA will act as the administrative agent for the grant process. The loan to C.A. Garner Veneer, Inc. will be in the amount of $300,000, bare a rate of 5%, have a term of seven years, and be contingent on sufficient collateral. The Fiscal Court Economic Development Committee will oversee the grant/local process. Loan repayment will be made to the County Economic Development Council pending their approval and commitment to all terms and conditions of the state and county contracts/agreements associated with this project.

RE: ADJOURN
Upon motion by Esq. Allgeier and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
