Henry County Fiscal Court met in a Special Session on December 11, 2006 at the Judge Executive’s Office in New Castle, Kentucky with the following in attendance:

RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order.
RE: SUSPENSION OF MINUTES
Upon motion by Esq. Brown and seconded by Esq. Allgeier, it is ordered by the Court to suspend with the reading and approval of the minutes from the November 21, 2006 Regular Meeting.

RE: DISCUSSION OF THE PURCHASE OF PROPERTY
Judge Brent presented a proposal to the Court detailing the possible purchase of a 52 acre property located .2 of a mile North of New Castle known as the Eugene Moore Estate with the cost to be based on the new survey. He stated the Henry County Health Board earlier in the day voted unanimously to purchase from this track a 2-acre lot at $60,000.00 and to put another $25,000.00 toward the sewers if applicable. Judge Brent read an excerpt of a letter from Cedar Lake Lodge, Inc. stating their commitment to enter into a one-year “option to purchase” agreement with the Court for a one-to-three acre sized lot. Several Magistrates commented that the new Senior Citizens Center would be better suited at this site due to the fair being held at the proposed location. Judge Brent stated that he proposed moving the Seniors Center as well and had talked to the Governor’s Office about the possibility. Esq. Gunnell recommended that a site plan would be a good idea for the property.
Upon motion by Esq. McCarty and seconded by Esq. Brown, it is ordered by the Court to purchase the 52 acre farm approximately .2 of a mile North of New Castle known as the Eugene Moore Estate for a price of $5,600.00 per acre to be based on a new survey and authorize the Judge/Executive: to negotiate a contract with the Henry County Health Board for the sale of 2 acres at a price of $60,000.00 and to negotiate an option agreement with Cedar Lake Lodge, Inc. for the purchase of additional acreage with a price range of $25,000.00 to $35,000.00 per acre for the purpose of a group home. Pending favorable consensus by the Henry County Seniors and the Governor’s Office of Local Development the County should also pursue donating an acre to an acre and a half of ground for the purpose of the new Senior’s Center and moving the site to this location. The County should also ask the City of New Castle to consider running a sewer line to the site and negotiate costs with them. Agencies that wish to locate should help offset the cost of the sewer. The County will borrow an additional $10,000.00 over the purchase price to go towards a site plan. The money will be borrowed from KACO. Current payments would be approximately $30,000.00 for 10 years. The remaining acreage should be reserved for long-term use for parks and government agencies.
