HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
FEBRUARY 22, 2007

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a regular session on February 22, 2007 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER & PREPARATION

Silent prayer was observed in preparation for the meeting.

RE: CALL TO ORDER

Judge Executive John L. Brent called the meeting to order and noted everyone was present.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Brown and seconded by Esq. Hawkins, it is ordered by the Court to approve the minutes from the January 16, 2007 meeting.

Motion carried unanimously

RE: OLD BUSINESS

RE: SECOND READING OF BUDGET AMENDMENT

Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to approve the second reading of the 2006-2007 budget amendment. (Amendments are attached)

Motion carried unanimously

RE: NEW BUSINESS

RE: ROAD DEPARTMENT UPDATE

Judge Brent briefly updated the Court on the salt and cinder mix that had been used on the slick roads. He noted it had improved the roads and was money well spent. He informed the Court that the gravel roads would get rock as soon as possible.

RE: EMS/PARAMEDICS

1. EMS Supervisor Update

EMS Supervisor, Scott McClamroch informed the Court that the ALS is on schedule. The protocols have been approved and he expects the drug license in the next week. He will be interviewing applicants for paramedics.

2. Hiring Approvals

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to accept the EMS Advisory Committee recommendation to hire Geoffrey Stock as the full time ALS Coordinator/Paramedic at a salary of $14.50 an hour, and hire Rick Calvert as a full time Assistance ALS Coordinator/Paramedic at a salary of $14.10 an hour.

Motion carried unanimously

Upon motion by Esq. Fisher and seconded by Esq. Coombs, it is ordered by the Court to hire Michael E. Hilliard and Samuel Haverstick as part time EMT’s.

RE: 911 REQUESTS

Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to purchase with 911 funds radios for the Henry County Sheriff’s office in the amount of $1185.00.

Motion carried unanimously

RE: BOARD OF ADJUSTMENTS-REAPPOINTMENT OF CHAIRMAN ROBERT R. BUSH

Upon motion by Esq. Brown and seconded by Esq. Hawkins, it is ordered by the Court to reappoint Robert R. Bush to the Board of Adjustments.

Motion carried unanimously

RE: FEMALE DEPUTY JAILER REQUEST-JAILER J.C. SUTER TO ADDRESS THE COURT

Henry County Jailer, J. C. Suter came before the Court stating his need for a part-time female jailer. He requested the Court to hire his wife Marie Suter. Her duties would be to assist on court days and to transport female prisoners working no more than ninety-nine (99) hours a month.

Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to hire Marie Suter as a part-time female jailer.

Motion carried unanimously

RE: 2006 EXCESS FEES-COUNTY CLERK JUANITA LASHLEY TO ADDRESS THE COURT

Henry County Clerk, Juanita Lashley, presented the Court a check in the amount of $29,315.46 for excess fees.

RE: 2006 EXCESS FEES-SHERIFF G. R. “BOBBY” DOWNEY TO ADDRESS THE COURT

Henry County Sheriff, G. R. “Bobby” Downey, presented the Court a check in the amount of $85,297.36 for excess fees. Sheriff Downey also presented the Sheriff’s Settlement.

Upon motion by Esq. Fisher and seconded by Esq. Coombs, it is ordered by the Court to approve the Sheriff’s Settlement.

RE: UTILITIES EASEMENT AT EMINENCE EMS

Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to grant a utilities easement to KY Utilities at Eminence EMS.

Motion carried unanimously

RE: ANTI-DISPLACEMENT RESOLUTION FOR SENIOR’S CENTER

Upon motion by Esq. Fisher and seconded by Esq. Hawkins, it is ordered by the Court to adopt the Anti-Displacement Resolution for the Senior’s Center.

Motion carried unanimously

RE: COST OVERRUN RESOLUTION FOR SENIOR’S CENTER

Upon motion by Esq. Brown and seconded by Esq. Coombs, it is ordered by the Court to adopt the Cost Overrun Resolution for the Senior’s Center.

Motion carried unanimously

RE: RESOLUTION PERTAINING TO PREVIOUSLY APPROVED ADDED FUNDS FOR SENIOR’S CENTER

Upon motion by Esq. Fisher and seconded by Esq. Hawkins, it is ordered by the Court to adopt the Resolution Pertaining to Previously Approved Added Funds for Senior’s Center.

Motion carried unanimously

RE: RESOLUTION PERTAINING TO THE 2007 RECREATIONAL TRAILS PROGRAM GRANT

Upon motion by Esq. Hawkins and seconded by Esq. Brown, it is ordered by the Court to adopt the Resolution for the 2007 Recreational Trails Program Grant.

Motion carried unanimously

RE: CLAIMS & TRANSFERS

Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to approve the following claims and transfers:

RE: COURT COMMENTS

Judge Brent informed the Court of a meeting at KIPDA with the judge executives from Shelby and Spencer Counties and their interest in the three counties possibly going in together and applying for a Recycle Grant. The Grant would be used to purchase a glass pulverizer, which would be shared by Henry, Shelby and Spencer Counties. Judge Brent will bring the Resolution at next month’s meeting for approval.

Judge Brent asked for a member of the Court to serve on the Local ASAP Board which is an agency for substance abuse. Esq. Gunnell volunteered to serve on the Local ASAP Board.

Judge Brent recognized newly elected sheriff, Danny Cravens. Sheriff Cravens gave an update to the Court noting the transition had been smooth. Sheriff Cravens asked the Court to find him more office space. He stressed the need for more privacy.

Esq. Gunnell discussed HB187 with the Court. He is hopeful it will pass and give the County much needed help with the cost of housing inmates. He noted if the bill does pass the funding will come out of the 2008 budget.

RE: ADJOURN

Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
