The Henry County Fiscal Court met in a regular session on March 20, 2007 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Hawkins and seconded by Esq. Brown, it is ordered by the Court to approve the minutes from the February 22, 2007 meeting.
Motion carried unanimously
RE: OLD BUSINESS
There being no Old Business, the meeting proceeded with New Business.
RE: NEW BUSINESS
RE: ROADS
1. County Road Supervisor Update
Glenn Baxter informed the Court that the salt and cinder mixture used for the first time this winter was a big improvement on clearing the roads. Glenn noted he had used less than half the salt purchased. He reported most roads had been rocked and graded and they are working in Deerfield at this time. Esq. Gunnell and Esq. Brown questioned Glenn regarding the time change where the road department goes on a four day ten hour workweek. Glenn noted they are not losing time as it takes time each morning to get ready and they are always available if needed. He stated the County does not pay the road department overtime but comp time.
2. County Road Aid Coop Agreement for 2007/2008
Judge Brent reviewed the County Road Aid Coop Agreement with the Court and then called for a motion.
Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to approve the County Road Aid Coop Agreement for 2007/2008..
Motion carried unanimously
3. 5th District Transportation Office to Present to the Court
John Callihan, with the Kentucky Transportation Cabinet, introduced his staff to the Court. He presented the transportation recommendations for the 2007/2008 Rural Secondary Road Program. He suggested resurfacing would be done on KY-3322/Point Pleasant Road and patching on KY-389/River Road. He answered questions and obtained input from the Court.
Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to accept the 5th District Transportation recommendations for the 2007/2008 Rural Secondary Road Program.
Motion carried unanimously
RE: EMS/PARAMEDICS UPDATE
EMS Supervisor Scott McClamroch updated the Court on the ALS Service. He noted they are in the last stages with a state inspection next week and the ALS Service will start April 2. The paramedic vehicle is stripped and ready to go. Scott reviewed and recommended several paramedics for employment.
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to hire Kristina Frederick as a full time paramedic, and William D. Sutton, Carl L. Vincent, Michael Heilman, Charles R. Farmer, James E. Cox, Shawn B. Wilder, and John T. Feris as part-time paramedics.
Motion carried unanimously
RE: 911 REQUEST –NEW CASTLE FIRE DEPARTMENT
Judge Brent reviewed the request for 12 pagers at a cost of $6191.40 from the New Castle Fire Department. He noted the Court’s policy is to fund 2 radios or pagers per year.
Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to fund 2 pagers at a cost of $1031.90.
Motion carried unanimously
RE: CIRCUIT COURT CLERK MARY LOU ROBERTS TO ADDRESS THE COURT
Henry County Circuit Court Clerk, Mary Lou Roberts, came before the Court to discuss several areas in and around the Courthouse that needed the Court’s attention. She mentioned the need for more parking space, painting the trim of the Courthouse, problems with the second floor air-conditioning, the need for more office space for her law library, office space for the sheriff, and Judge Conrad’s request for new seating in the jury box. After many questions and much discussion Judge Brent requested the Court establish a Courthouse/Annex Committee to review these concerns.
RE: ESTABLISH COURTHOUSE/ANNEX COMMITTEE
Esq. Coombs and Esq. Hawkins volunteered to serve with Judge Brent on the Courthouse/Annex Committee.
RE: AUTHORIZE JUDGE BRENT AND COMMITTEE TO EXTEND AND APPROVE BIDS FOR PAINTING THE COURTHOUSE AND ANNEX
Upon motion by Esq. Brown and seconded by Esq. Gunnell, it is ordered by the Court to authorize Judge Brent and the Courthouse/Annex Committee to extend and approve bids for painting the exterior of the Courthouse and Annex.
Motion carried unanimously
RE: COURTHOUSE PARKING ISSUES
The Court discussed several possibilities to improve the parking around the Courthouse. The Courthouse/Annex Committee will review these options and make recommendations to the Court.
RE: 2007/2008 JAIL BUDGET PRESENTED
Judge Brent noted last year was the first year the County reduced the jail budget since 1990. The County spent $290,000.00 last year for inmates housing and medical expenses. This year the County has spent $278,000.00 with four months left in the fiscal year. Judge Brent presented the Jail Budget for fiscal year 2007/2008. Esq. Gunnell noted he was disappointed with the State for taking no action to help with the rising jail costs.
Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to approve the first reading of the 2007/2008 Jail Budget.

RE: PARK COMMITTEE UPDATE
Esq. Hawkins updated the Court on the Park Committee. He noted they had met several times to obtain input from different entities that will be utilizing the park. The committee will present their plans for the Henry County Recreational and Services Park on April 24, 2007 at 7:00 p.m. at the Henry County Extension Office. The public is invited to attend and offer input and suggestions.
RE: ESTABLISH INSURANCE REVIEW COMMITTEE
Esq. Gunnell and Esq. Beasley volunteered to serve on the insurance review committee.
RE: RECYCLING GRANT RESOLUTION
Upon motion by Esq. Brown and seconded by Esq. Hawkins, it is ordered by the Court to adopt the Recycling Grant Resolution which partners with Shelby and Spencer Counties for the purpose of purchasing a glass pulverizer.

RE: CLAIMS & TRANSFERS
Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to approve the following claims and transfers:

RE: COURT COMMENTS
Esq. Beasley informed the Court Don Buchanan had resigned from the Board of the Henry County Water District #2. Esq. Beasley recommended Homer Druin to replace Mr. Buchanan and represent the east end of the County. Judge Brent stated he was not ready to accept recommendations. He asked Esq. Beasley and Esq. Fisher to submit names from their districts for consideration.
Esq. Gunnell noted Baptist Hospital Northeast, Jewish Hospital Shelbyville and Safety-Kleen Corporation had been recognized at the Chamber Dinner for contributions to the Paramedic Program. Esq. Gunnell also noted that Henry County had been able to get the “cream of the crop” for the paramedic service and the $13.85 an hour salary had allowed them to do this.
Esq. Brown inquired on the progress of the Concession at the Ag Arena. Judge Brent informed the Court that the footer and walls have been poured.
Judge Brent noted a Tire Amnesty and Metal Recycling Program is planned in September.
Hugh McBurney thanked and complimented the Court for the cleanup of tires in the creek on Flat Rock Road.
RE: ADJOURN
Upon motion by Esq. Fisher and seconded by Esq. Hawkins, it is ordered by the Court to
adjourn and each Magistrate, the Judge Executive and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
