HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
MAY 15, 2007

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a regular session on May 15, 2007 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER & PREPARATION

Silent prayer was observed in preparation for the meeting.

RE: CALL TO ORDER

Judge Executive John L. Brent called the meeting to order and noted everyone was present.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to approve the minutes from the April 17, 2007 regular meeting.

Motion carried unanimously

Upon motion by Esq. Gunnell and seconded by Esq. Coombs, it is ordered by the Court to approve the minutes from the April 30, 2007 budget meeting

Motion carried unanimously

RE: OLD BUSINESS

Their being no old business the meeting proceeded with new business.

RE: NEW BUSINESS

RE: ROADS

1. Supervisor Update

Henry County Road Supervisor Glenn Baxter stated the road department had been busy checking all roads that will be resurfaced. He asked the Court to let him know if they are aware of any bad culverts so they could be replaced before they start blacktopping. Judge Brent noted all county roads have been rocked and graded. Esq. Gunnell had comments regarding Giltner Road. He informed the Court he had received reports of semi trucks crossing Giltner Road and stressed the highway would not hold up with steel trucks going through. He asked the Court to produce a couple of signs restricting semi trucks from 1861 thru Hwy 22 which is an approximate distance of 3 miles. Esq. Gunnell noted he had talked with the Department of Transportation (DOT) and asked for officers to patrol the area. DOT had suggested the signs. County Attorney, Virginia Harrod, stated she would contact DOT and get the weight limits for these trucks.

Upon motion by Esq. Gunnell and seconded by Esq. Coombs, it is ordered by the Court to post weight limit signs on Giltner Road from 1861 to Hwy 22 restricting heavy truck traffic and weight limits will be in accordance to whatever the County Attorney agrees to.

2. Authorize Bids for Rock, Binder, and Hot & Cold Mix

Upon motion by Esq. Brown and seconded by Esq. Hawkins, it is ordered by the Court to authorize Judge Brent to advertise bids for rock, binder, hot and cold mix with sealed bids to be opened at 6:00 p.m. at the June 19, 2007 regular meeting of Fiscal Court.

Motion carried unanimously

RE: EMS/PARAMEDIC UPDATE

EMS Supervisor Scott McClamrock reported the first month the Paramedic Service had 42 runs where the Paramedics actually went to the hospital with the patient with two of these runs considered very critical. Scott felt the service had gone better than expected. Scott invited everyone to attend the EMS Open House on Sunday, May 20th from 2:00 until 4:00.

RE: COURTHOUSE IMPROVEMENTS

1. Courthouse Parking-Architect Chris Cottongim to Present

Chris Cottongim with 5253 Design Group presented several proposed parking plans. He reviewed each plan and the cost estimates for each proposal. Chris answered questions from the Court.

2. Committee Update/Requests

Judge Brent gave an update from the Courthouse Committee noting funding was in renewal and repairs for updates at the Courthouse. He suggested the Court approve the estimate of two to three thousand dollars for knocking a hole in the wall of the backroom above the jail. At the present time this room is not in use and by opening an entryway from the second floor it would be used for storage by the Circuit Court Clerk as well as improving security for the inmates as they can be brought into the Courtroom through this area. Esq. Hawkins noted the committee felt the air conditioning in the Courtroom was a number one priority and considering the amount of projects the Court has started he suggested the Court hold off on the parking issue. The Court was in consensus to table the parking issue.

Upon motion by Esq. Brown and seconded by Esq. Coombs, it is ordered by the Court to proceed with knocking a hole in the wall to gain access to the back room.

RE: NAMING & ADOPTION OF ROAD AT THE HENRY COUNTY RECREATION & SERVICES PARK

Judge Brent informed the Court that a temporary naming of the road and an address was needed at the recreation and services park for dropping off of building materials.

Upon motion by Esq. Hawkins and seconded by Esq. Brown, it is ordered by the Court to name the road Park Street.

Motion carried unanimously

RE: OPENING OF LIABILITY & WORKMAN’S COMP INSURANCE BIDS FOR 07/08

The following bid was received for Property/Casualty/Liability/Workers Compensation Insurance:

Kentucky Association of Counties (KACO)
KALF Premium  $ 97,342.00
Workers Comp  $ 58,854.00
Total Premium

 $156,196.00

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to accept the bid proposal from KACO in the amount of $156,196.00.

Motion carried unanimously

RE: AG DISTRICT RECOMMENDATION-JENKINS, JENKINS, TINGLE, COLEMAN & VEGH

Upon motion by Esq. Brown and seconded by Esq. Coombs, it is ordered by the Court to accept the Henry County Conservation District Board’s recommendation for re-certification of Ag District #052-02 which includes the Wayne Jenkins Estate, Annelle Jenkins, Alvin Tingle, Dennis Coleman and Eric Vegh properties.

Motion carried unanimously

RE: OLDHAM COUNTY AIRPORT UPDATE-MS. VEGH & MS. CAMPBELL

Ms. Campbell informed the Court of a website concerning the Oldham County Airport. Type in oldhamcountychamber.com and click on Airport News for the latest information. Judge Brent thanked her for the information.

RE: APPROVAL FOR VOTING MACHINES IN PRECINCTS-JUANITA LASHLEY TO PRESENT

Juanita Lashley Henry County Clerk came before the Court to request approval to use more than one voting machine in each precinct for the upcoming May 22, 2007 election and the upcoming run off primary election scheduled tentatively for 6-26-07.

Upon motion by Esq. Brown and seconded by Esq. Hawkins, it is ordered by the Court to approve more than one voting machine in each precinct for the upcoming May 22, 2007 election and the upcoming run off primary election scheduled tentatively for 6-26-07.
