The Henry County Fiscal Court met in a regular session on June 19, 2007 at the Courthouse in New Castle, Kentucky with the following in attendance:

Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to approve the minutes from the May 15, 2007 regular meeting.

Upon motion by Esq. Fisher and seconded by Esq. Brown, it is ordered by the Court to approve the minutes from the May 25, 2007 special meeting.

RE: SECOND READING OF 2007-2008 BUDGET
Upon motion by Esq. Fisher and seconded by Esq. Hawkins, it is ordered by the Court to approve the second reading of the 2007-2008 budget with the budget attachment.

Glenn Baxter informed the Court that the road department had started blacktopping in the Pendleton area. He noted the roller the County purchased was working great.

RE: EMS/PARAMEDICS UPDATE & NEW HIRE APPROVALS
Scott McClamroch reported that the paramedic program is running smoothly and going well. He noted the program is close to breaking even due to everyone’s hard work. Esq. Gunnell commended the paramedic program for breaking even in the first quarter and Judge Brent commended them for hiring more part-time paramedics.
Upon motion by Esq. Gunnell and seconded by Esq. Coombs, it is ordered by the Court to hire Adam B. Nelson as a part-time EMT and Brian K. Bishop and Dennis K. Sullivan as part-time paramedics.

RE: 911 REQUESTS – PLEASUREVILLE FIRE DEPARTMENT
Upon motion by Esq. Beasley and seconded by Esq. Fisher, it is ordered by the Court to purchase two radios and batteries for a total amount of $1515.00 for the Pleasureville Fire Department.

RE: DEAD ANIMAL REMOVAL PROGRAM FOR 2007-2008
Judge Brent reviewed the new agreement with Nation Brothers, Inc. He noted we did not have an increase last year, but the new contract has an increase with two thirds of it for a fuel surcharge. After discussion Judge Brent recommended the Court continue with the program with the County paying one half of the increase and Soil Conservation the other half as long as we continue to get the $5,000.00 Grant from the State.
Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to move forward with the Dead Animal Removal Program for 2007-2008 with splitting one half the increase with Soil Conservation.

RE: PARK UPDATE/UTILITIES DISCUSSION
Judge Brent gave a park update to the Court. He noted Jessie Woods has donated three days of his time cleaning out the fence area between the County and the cemetery and is now starting on the pond. The water district is close to laying the water lines. The County is responsible for digging the trench and pulling the conduit to the site. The County will pay for the conduit and KU will lay the wires. Judge Brent stated there was a problem with the septic system for the Senior’s Center but it had been addressed and solved today. He stressed the need for sewers for this project. The Court discussed options for working with the City of New Castle to tap into their sewer system. After much discussion Judge Brent called for a motion.
Upon motion by Esq. Hawkins and seconded by Esq. Brown, it is ordered by the Court to move forward with offering financial assistance to the City of New Castle for the sewer project to our new park, offering to make payments on the loan for 5 years not to exceed $15,000.00 a year annually, with the County retaining $500.00 per unit from any tap on fee during that 5 years and if the State funds the total project the County will no longer be responsible to make payment. This offer will be presented to the City of New Castle and brought back to the Court for further consideration.

RE: LGEA FUNDS PUBLIC HEARING
The LGEA Public hearing was held and there were no comments from the public.
RE: COUNTY ROAD AID PUBLIC HEARING
The County Road Aid hearing was held and there were no comments from the public.
RE: RESOLUTION TO PARTICIPATE IN THE 2007 ILLEGAL DUMP GRANT PROGRAM
Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to pass the resolution to participate in the 2007 Illegal Dump Grant Program.

RE: SAMANTHA SOUTHARD FROM CONGRESSMAN GEOFF DAVIS’S OFFICE TO PRESENT
Judge Brent introduced Samantha Southard to the Court complimenting her for the help she has given to the County. Samantha passed out information concerning Grants and helpful tips when applying. She discussed several areas where Congressman Davis’s Office may be of assistance to the community.
RE: HENRY COUNTY FAIR-REQUEST FOR GATE WORKERS
Judge Brent noted there is a need for gate workers for the Henry County Fair. He encouraged the Court to volunteer to work any night they could.
RE: HARVEST SHOWCASE 2007 IN-KIND SPONSORSHIP
Upon motion by Esq. Gunnell and seconded by Esq. Coombs, it is ordered by the Court to be an in-kind sponsor for the 2007 Harvest Showcase.

RE: PARTICIPATION IN KARP PROGRAM FOR 2007-2008
Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court to participate in the Karp Program for 2007-2008.

Esq. Gunnell asked the Court to change the July meeting, as he and Esq. Brown will be out of town. The Court was in consensus to change the regular court meeting to Thursday, July 19, 2007 at 6:00 p.m.

Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive, and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
