HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
JULY 19, 2007

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a regular session on July 19, 2007 at the Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER & PREPARATION

Silent prayer was observed in preparation for the meeting.

RE: CALL TO ORDER

Judge Brent called the meeting to order and noted Esq. Gunnell was on duty in Eminence attending the by-pass meeting.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Brown and seconded by Esq. Hawkins, it is ordered by the Court to approve the minutes from the June 19, 2007 regular meeting.

Motion carried unanimously

RE: OLD BUSINESS

Their being no Old Business, the meeting proceeded with New Business.

RE: NEW BUSINESS

RE: ROAD

1. Road Update

Judge Brent updated the Court on the paving projects noting the paving has been completed in Esq. Coomb’s and Esq. Gunnell’s districts. They hope to have all projects completed in September.

2. Tharp Bridge Resolution on HWY 3321

Judge Brent informed the Court that Ray and Lucille Tharp had donated land to the State to improve and widen the bridge to two lanes on HWY 3321 and he suggested passing a resolution naming the bridge the Ray and Lucille Tharp Bridge. The resolution would have to go to the State for final approval. He noted that he and Esq. Brown would pay for the sign.

Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to pass a resolution naming the new two lane bridge on HWY 3321 the Ray and Lucille Tharp Bridge.

Motion carried unanimously

3. Boyer Lane Alternate Route/CSX

Judge Brent expressed his concerns regarding the railroad crossing on Boyer Lane being blocked for several hours by the CSX trains. He noted this crossing is the most blocked railroad crossing between Louisville and Cincinnati. Esq. Brown reported his concerns for the residents that are on the other side of this area. He noted the dangers of being blocked in should an emergency occur with a fire, EMS run or the school bus having problems. Judge Brent and Esq. Brown have met with CSX officials and have asked them to give easement and funding for materials to build a blacktop by-pass road which would connect to Hillsboro. Judge Brent asked the Court to approve the County to do the labor plus an additional $15,000.00 for the survey, replacing fence, and excavating, etc.

Upon motion by Esq. Hawkins and seconded by Esq. Coombs, it is ordered by the Court to move forward with this project and approve the fifteen thousand dollars for the by-pass project on Boyer Lane.

Motion carried unanimously

RE: EMS/PARAMEDICS

Judge Brent complimented EMS Supervisor Scott McClamroch on a break even year with the EMS/Paramedic Service. He noted Henry County was one of the few services that broke even this year and he credited Scott for his hard work in doing this. Scott thanked Judge Brent but stressed it had been a joint effort by his staff working together to accomplish this. Scott presented applications from David H. Sloane and Kenneth Douglas Hess and recommended hiring them as part-time paramedics.

Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to hire David H. Sloane and Kenneth Douglas Hess as part-time paramedics.

Motion carried unanimously

RE: DISCUSSION OF EXISTING OCCUPATIONAL LICENSE FEE & ORDINACE-COUNTY CLERK JUANITA LASHLEY

Juanita Lashley reported to the Court that Henry County Sheriff Danny Cravens brought to her attention on June 28, 2007 that his office was not going to collect the occupational license fee that had been collected in the past by the sheriff’s office. He presented her the KRS, which shows it is the responsibility of the County Clerk to collect this fee. Juanita stated she talked with the County Attorney and an ordinance would need to be passed by the Court authorizing her office to do this. She noted the letters should have been sent out to the business owners on June 1st and several business owners had called her inquiring about the letters. The license fee generated $1,172.00 County wide in 2006. After much discussion from the Court Judge Brent called for a vote.

Upon motion by Esq. Hawkins and seconded by Esq. Brown, it is ordered by the Court to eliminate the existing occupational license fee.

Motion carried unanimously

RE: PARK UPDATE

Judge Brent reported the Senior Center is moving along. He thanked Jessie B. Woods for donating 46 hours of labor to the project in digging the pond. Judge Brent stated He and the Committee had met with the City of New Castle regarding the sewer project. The City appointed a committee to meet in the next two weeks with Judge Brent and the parks committee.

RE: OLDHAM COUNTY JAIL CONTRACT 2007-2008

Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to contract with the Oldham County Jail to house prisoners for 2007-2008.

Motion carried unanimously

RE: SHERIFF’S SETTLEMENT FOR JANUARY 1, 2007 THRU MAY 31, 2007

Upon motion by Esq. Fisher and seconded by Esq. Beasley, it is ordered by the Court to approve the Sheriff’s Settlement for January 1, 2007 thru May 31, 2007.

Motion carried unanimously

Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive, and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
