The Henry County Fiscal Court met in a special session on April 30, 2007 at the Judge Executive’s office in New Castle, Kentucky with the following in attendance:

RE: CALL TO ORDER
Judge Executive John L. Brent called the meeting to order and noted everyone was present.
RE: SUSPENSION OF MINUTES
Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to suspend with the reading and approval of the minutes from the April 17, 2007 meeting.
Motion carried unanimously
RE: 1ST READING AND APPROVAL OF PROPOSED 2007-2008 BUDGET
Judge Brent gave a brief introduction to the budget. He noted the 2007-2008 budget is larger than last year’s. Eight percent of the total budget is the grant funding allocated for the new Senior Citizens and Lake Jericho Fire Department buildings. The County’s new paramedic service and development of the park property were new line items. Judge Brent noted the jail budget is increased by fifty thousand dollars and an eighty thousand dollar increase in renewals and repairs for the painting and updates at the Courthouse. Judge Brent stated the County is on track to be in the black in the general fund at the end of this fiscal year and was optimist about this.
The Court discussed at some length the state’s push for requirement of a Purchase Order System at the County level. Esq. Gunnell noted the budget includes several state mandates that the County has no control over and this was a good example. It was the consensus of the Court not to implement a Purchase Order System at this time and not to fund it in the budget.
Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to approve the 1st reading of the proposed 2007-2008 budget with the budget attachment, with deletion of the $20,000.00 salary for a human resources/finance position, and with an increase to $5000.00 for a part-time position for the judge executive’s office.

No- Brown (against merit based raises)

RE: ADJOURN
Upon motion by Esq. Gunnell and seconded by Esq. Fisher, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
