The Henry County Fiscal Court met in a regular session on March 18, 2008 at the Henry County Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE
Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.
RE: PRAYER & PREPARATION
Silent prayer was observed in preparation for the meeting.
RE: CALL TO ORDER
Judge Brent called the meeting to order and noted everyone was present.
RE: APPROVAL OF MINUTES
Upon motion by Esq.
Brown and seconded by Esq. Fisher, it is ordered by the Court to approve the
minutes from the February 19, 2008 regular meeting.
Motion carried unanimously
RE: OLD BUSINESS
RE: OPENING OF BIDS FOR PAPER VOTING MACHINES
Judge Brent informed the Court that after advertising we had only received one bid which was from Harp Enterprises. The bid was for 20 escan paper ballot voting machines at a cost of ($90,000.00) ninety thousand dollars. Judge Brent reminded the Court that the State will reimburse the County for the total cost of the machines.
Upon motion by Esq. Fisher and seconded by Esq. Gunnell, it is ordered by the Court to accept the bid from Harp Enterprises of ($90,000.00) ninety thousand dollars for the 20 escan paper ballot voting machines.
Motion carried unanimously
RE: NEW BUSINESS
RE: ROADS
1. Supervisor Update
Henry County Road Supervisor Glenn Baxter updated the Court on the rough weather the County had experienced. He noted during this time the road department worked all weekend and the following Monday clearing snow from the roads. They had received several compliments. Presently they are trying to work on the gravel roads but the heavy rains are causing some flooding. Esq. Brown noted overall people had been satisfied with the job the County did on the roads. He asked Glenn to check on the culverts on Mill Creek Road as they may need some work. Esq. Fisher also complimented the road department and asked Glenn for cones to mark the high water areas around Lockport.
2. CSX/Boyer Lane Update
Judge Brent informed the Court that the project with CSX is moving forward. Judge Brent, Glenn Baxter and Esq. Brown have met with the owners of the adjoining property. The County has received a contact from CSX giving easement and funding for materials to build the blacktop by-pass road. Judge Brent hopes to have the project completed before the summer paving starts.
3. State/County Road Aid Agreement for Fiscal Year 2008/2009
Judge Brent reminded the Court that every year the County gets a Road Aid Agreement from the State and this year’s allotment was up ($100,000.00) one hundred thousand dollars.
Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to approve the Road Aid Agreement for Fiscal Year 2008/2009.

4. 2008/2009 Rural Secondary & Maintenance Plan Recommendations John Callihan 5th District Office to Present
John Callihan came before the Court to present the recommendations for the 2008/2009 Rural Secondary Program. As he reviewed the list of recommendations he took suggestions and answered questions from the Court.
Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to accept the 2008/2009 Rural Secondary and Maintenance Plan Recommendations.
Motion carried unanimously
RE: EMS/PARAMEDICS
1. Supervisor’s Update
EMS Supervisor Scott McClamroch thanked everyone that helped at the time of his absence during the snow storm. He appreciated the hard work of Glenn Ball, Mark Rexroat and all his staff working over-time. He also thanked the Henry County Road Department and the fire departments for all their assistance. Scott noted April 2nd will be the one year anniversary for the Paramedic Program. Scott and Dr. Rochet will give a Paramedic Program update to the Court at next month’s meeting.
2. Hiring Requests
EMS Supervisor Scott McClamroch recommended Robert W. Klinglesmith, Jr. be hired as a part-time paramedic.
Upon motion by Esq. Brown and seconded by Esq. Coombs, it is ordered by the Court to hire Robert W. Klinglesmith, Jr. as a part-time paramedic.
Motion carried unanimously
RE: CAMPBELLSBURG FIRE DEPT/FISCAL COURT INTER-LOCAL AGREEMENT FOR HAULING ROCK
Upon motion by Esq. Brown and seconded by Esq. Gunnell, it is ordered by the Court to enter into an Inter-Local Agreement with the Campbellsburg Fire Department and the Henry County Road Department. This agreement allows the Henry County Road Department to haul rock to the Campbellsburg Fire Department construction project with Campbellsburg Fire Department paying all cost of rock material.
Motion carried unanimously
RE: BUDGET AMENDMENTS-1st READING
Judge Brent informed the Court that the County has received 3 unanticipated grants and an Amendment to the 2007-2008 Budget was needed. He noted the Cops Grant is a pass through for the school, the State Grant is for reimbursement for clean-up of illegal dumps, and the Federal Appropriation is for water and sewer improvements at the Commerce Park.
Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to approve the first reading of a proposed ordinance amending the Henry County Budget for Fiscal Year 2007-2008, to include unanticipated receipts and expenditures from the following accounts:

RE: HARRY HILL PARK BATTING CAGE PROPOSAL PARKS DIRECTOR WILLIAM PEYTON TO PRESENT
Henry County Parks Director William Peyton came before the Court to present a proposal for a batting cage at Harry Hill Park. He noted other county parks that have ball fields have batting cages and he felt it would be used not only by the children but also the adults. William researched several companies and found Southwest Greens which is a local company offered the best price and warranty. He noted the bid price for the batting cage and the installation was $10,802.00. William stressed that we could cut a little of the cost by doing some of the hauling ourselves. Judge Brent noted there is enough money in this year’s park budget to pay down $8000.00 with the balance to be paid out of next year’s budget. William noted he will schedule the use of the batting cage but it is for public use.
Upon motion by Esq. Gunnell and seconded by Esq. Beasley, it is ordered by the Court to approve the batting cage proposal from Southwest Greens.

RE: SKATE PARK DISCUSSION-REVEREND GARY POLSTON TO PRESENT
Reverend Gary Polston came before the Court to discuss the possibility of the County building a skateboard park. He stated several boys had come to him asking for help in finding them a place to skate in the New Castle area and he was hopeful the City, Churches and County could work together to make this a reality. Reverend Polston talked with the New Castle City Council and was told the City did not have a large enough area and suggested the County consider putting it at the new park site. There was discussion concerning the liability, the lack of sidewalks to the new park, and the costs involved. Esq. Hawkins suggested if the City of New Castle would take the lead he felt the County may be able to assist with a monetary contribution. Esq. Hawkins volunteered to go with Reverend Polston to the next New Castle City Council meeting to discuss the options.
RE: JAILS
1. Carroll County Jail Contract for 2008/2009
Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to contract for Fiscal Year 2008-2009 with the Carroll County Jail for a per diem of $31.00. This is a (.10) ten cent increase from Fiscal Year 2007-2008.

2. 2008/2009 Jail Budget Proposal
Judge Brent gave an
update on this year’s jail budget noting the cost of housing with other
counties is running pretty tight. This year’s medical expenses and juvenile
housing costs are running below budget. Judge Brent noted the 2008/2009 Jail
Budget Proposal has a 4% increase which allows for a .375 raise for the
part-time deputies and new tires for the jailer’s vehicles.
Upon motion by Esq. Hawkins and seconded by Esq. Beasley, it is ordered by the Court to approve the 2008/2009 Jail Budget.

RE: CONSERVATION DISTRICT RECOMMENDATION-ROBERT R. BUSH II, 389 ACRES
Upon motion by Esq. Coombs and seconded by Esq. Hawkins, it is ordered by the Court to approve the Ag District recommendation for 389 acres located at 72 Port Royal Road, Campbellsburg, KY for Robert R. Bush II.
Motion carried unanimously
RE: ROAD COMMITTEE-SET MEETING TO REVIEW SURFACING/RESURFACING PROJECTS FOR 2008/2009
Judge Brent asked the road committee which consists of Esq. Fisher, Esq. Coombs,Esq. Hawkins, and Glenn Baxter to set a meeting to review the surfacing/resurfacing projects for 2008/2009. The committee agreed to meet on Monday, April 14, 2008 at 5:00 p.m. at the Henry County Road Department.
RE: PARKS COMMITTEE-SET MEETING TO REVIEW PARK NEEDS FOR 2008/2009
Judge Brent set Wednesday, March 26, 2008 at 4:30 p.m. for the parks committee consisting of Esq. Brown, Esq. Hawkins and Judge Brent to meet. He noted several items needed to be discussed and prioritized in regards to the new park before planning next year’s budget.

RE: COURT COMMENTS
Esq. Gunnell expressed concerns regarding the State budget cuts. He was hopeful that some funding will be reinstated and he encouraged everyone to call their legislators. Judge Brent gave good news that all water and sewer projects the County had requested have passed the House Budget. He also noted the Transportation Budget had included one million dollars for a study to widen highway 146. Judge Brent praised Representative Rick Rand for his support in helping get the Gratz Bridge back on track again. Judge Brent informed the Court the Gingriches of the Making Waves Pool came by his office to thank the County for their support and to discuss an inter-local agreement with the County to provide a backhoe. Esq. Hawkins asked Henry County Road Supervisor Glenn Baxter to spread out the gravel behind the Courthouse. He also noted he was selling raffle tickets for the New Castle Lions Club and the money will go to help with improvements at the Henry County Fairgrounds.

Upon motion by Esq. Beasley and seconded by Esq. Fisher, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and the County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
