HENRY COUNTY FISCAL COURT MINUTES

 

REGULAR SESSION
JULY 16, 2008

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a regular session on July 16, 2008 at the Henry County Courthouse in New Castle, Kentucky with the following in attendance:

RE: PLEDGE OF ALLEGIANCE

Judge Executive John L. Brent led the Court in the Pledge of Allegiance to the Flag.

RE: PRAYER AND PREPARATON

Silent prayer was observed in preparation for the meeting.

RE: CALL TO ORDER

Judge Brent called the meeting to order and noted everyone was present.

RE: APPROVAL OF MINUTES

Upon motion by Esq. Brown and seconded by Esq. Fisher, it is ordered by the Court to approve the minutes from the June 17, 2008 regular meeting.

Motion carried unanimously

Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to approve the minutes from the June 25, 2008 special meeting.

Motion carried unanimously

RE: OLD BUSINESS

RE: TABLED PLEASUREVILLE FIRE DEPARTMENT 911 REQUEST

Judge Brent called for a motion to take the Pleasureville Fire Department request off the table.

Upon motion by Esq. Beasley and seconded by Esq. Fisher, it is ordered by the Court to take the Pleasureville Fire Department request off the table.

Motion carried unanimously

Esq. Beasley reported to the Court that the request from the Pleasureville Fire Department was for repair of the weather warning alarm. Esq. Beasley felt the cost should be eligible to be paid out of the 911 account.

Upon motion by Esq. Beasley and seconded by Esq. Hawkins, it is ordered by the Court to approve payment of $1313.00 for repair on the weather warning alarm at the Pleasureville Fire Department.

RE: NEW BUSINESS

RE: ROAD UPDATE

Henry County Road Supervisor Glenn Baxter gave an update to the Court on the blacktop. He also noted the bridge project on Flat Rock Road was near completion. Glenn informed the Court that he received the new tractor and it is doing a better job mowing and is more fuel efficient.

RE: EMS/PARAMEDICS UPDATE

Henry County EMS Director Scott McClamroch informed the Court that he worked up the specs and will advertise for the new ambulance. The bids for the new ambulance will be opened at the Court meeting in August. Scott also noted the EMS had done well financially this fiscal year. He stressed this was a total team effort for everyone involved. His best estimate is to break even but could possibly be a deficient of $10,000.00. The EMS did over 600 non-emergency transports this past year. ALS Coordinator Rich Calvert reported EMS does 2 or 3 emergency runs on average per day. Forty five percent of those runs are with a paramedic who gives a higher level of care to the patient. He also stressed they are working hard to keep from having a deficient. Esq. Brown stated he was pleased and proud and he complimented the EMS as well as the road department.

RE: 911 REQUESTS-HENRY COUNTY EMS

Upon motion by Esq. Gunnell and seconded by Esq. Coombs, it is ordered by the Court to approve $1035.00 for the purchase of 2 portable radios and chargers for the Henry County EMS.

Motion carried unanimously

RE: RESOLUTION PERTAINING TO TRAINING FOR COUNTY EMPLOYEES

Upon motion by Esq. Beasley and seconded by Esq. Brown, it is ordered by the Court to approve the resolution that provides training opportunities for all County Employees.

Motion carried unanimously

RE: CELL TOWER REPORT

Judge Brent reported the park committee met with representatives of Verizon and there engineers. They selected a site which would be in the back left corner of the property, approximately 180 feet from the nearest field. The committee felt good about the site and Judge Brent signed off on that location. The cell tower project is moving forward.

RE: COMMERCE PARK UPDATE

Judge Brent has been working with KIPDA to get the necessary paperwork and studies completed to obtain the $294,000.00 grant appropriation from the Federal Government. Judge Brent noted this is a time consuming and difficult funding process. Judge Brent complimented Greta Steverson with trying to help satisfy the Army Corp of Engineers wetland request. The County will need an archeological study before they can receive the money. There is a possibility the County may have to hire an engineer.

RE: SOLID WASTE COMMITTEE ESTABLISHED

Judge Brent reminded the Court that the Solid Waste Franchise Contract will end December 31, 2008. He suggested the committee needs to meet to work out some minor changes before extending and accepting bids. Judge Brent asked Esq. Brown to remain on the committee and Esq. Hawkins to serve. Esq. Gunnell suggested the committee improve recycling options and the contract be a multi-year contract. The committee will meet with Solid Waste Attorney Josh Clubb and bring suggestions back to the Court in August.

RE: CLAIMS AND TRANSFERS

Upon motion by Esq. Brown and seconded by Esq. Gunnell, it is ordered by the Court to approve the following claims and transfers:

GENERAL FUND $ 361,161.85
ROAD and BRIDGE FUND $ 184,420.62 
JAIL FUND $ 49,115.20
L.G.E.A. FUND $ 21,040.65
FEDERAL GRANT FUND $ 127.00
LITTER GRANT FUND $ 113.09
911 EMS FUND $ 20,978.37
FAIR FUND $ 3,107.24

TOTAL EXPENDITURES

$640,064.02

RE: COURT COMMENTS

Judge Brent briefly commented on his concerns about the Farmer’s Market. He questioned why the Court can’t designate a group control over the Courthouse or other County property for a designated time.

Jackson Scott and Charles Solmonson came before the Court to express their desires for a skate park. The Court listened to their comments and suggestions including fund raisers and grants that could possibly be available. Esq. Hawkins noted he and Bro. Gary Polston went with the young men to the New Castle City Council to discuss the possibility of locating a skate park in the City of New Castle. Judge Brent suggested they need to do the research and get a plan together including the cost before approaching the City Council. Esq. Hawkins is willing to contact Bro. Polston and go back with the young men to the New Castle City Council Meeting. Esq. Brown noted he had some information including the cost on the Carrollton Skate Park.

Esq. Coombs noted that everyone involved with the State Black and White Cow Show was impressed with the Moore-Prewitt Arena. He gave an update on the Lake Jericho Community Center/Fire Department Building noting the Grand Opening will be in September. Esq. Coombs informed the Court that Lake Jericho Fire Department had used funds from a grant to purchase a new fire truck. The truck will be delivered next Wednesday.

Esq. Brown gave an update on the NACO conference he and Esq. Gunnell attended. He noted the meetings were very informative and had excellent speakers.

RE: ADJOURN

Upon motion by Esq. Hawkins and seconded by Esq. Coombs, it is ordered by the Court to adjourn and each Magistrate, the Judge Executive and the County Attorney shall received a typed copy of these minutes prior to the next regularly scheduled meeting.
