HENRY COUNTY FISCAL COURT MINUTES

 

SPECIAL SESSION
JANUARY 9, 2008

Notice:  These are the "unofficial" minutes of the Henry County Fiscal Court Meetings.  By procedure, these minutes will not be official until after the next regular council meeting is held and minutes are approved.

The Henry County Fiscal Court met in a special session on January 9, 2008 at the Judge Executive’s Office in New Castle, Kentucky with the following in attendance:

RE: CALL TO ORDER

Judge Executive John L. Brent called the meeting to order and noted everyone was present.

RE: SUSPENSION OF MINUTES

Upon motion by Esq. Brown and seconded by Esq. Coombs, it is ordered by the Court to suspend with the reading and approval of the minutes from the December 18, 2007 meeting.

Motion carried unanimously

RE: SHERIFF DEPARTMENT PAYROLL

Judge Brent noted the Sheriff’s Department doing their own payroll had been tabled at the December meeting giving the Court and the County Attorney the time to research the issue. The research showed the Sheriff could do his own payroll but few Counties chose to do so and some had turned the payroll back to their County Treasurer. Judge Brent turned the meeting over to Mary Scriber County Treasurer for her comments. Mary noted she didn’t have any problems with the Sheriff’s Department doing their payroll but only if they got their own Identification Numbers for reporting. Deeanne Johnson with the Sheriff’s Department noted she had been told by David Pohl, Field Auditor that they couldn’t get their own Identification Numbers. Sheriff Danny Cravens stressed he had no problem with the Treasurer doing the payroll. His office has problems with the County paying through Friday and he has to turn in the time sheets on Thursday and many times the hours worked by his staff changes at the last minute. The next pay period they have to go back and make the adjustments. After much discussion Judge Brent called for a motion.

Upon motion by Esq. Gunnell and seconded by Esq. Brown, it is ordered by the Court that the payroll remain with the County Treasurer with the pay period remaining every 2 weeks, with pay period ending on Saturday. Time sheets will be turned in on Monday with payroll on Tuesday. This change will be effective the first payroll in February. Employees are to be notified in advance by a note enclosed in their next 2 pay checks.

RE: DISCUSSION/FEDERAL GRANT

Judge Brent noted the Federal Grant the County received in the amount of $294,000.00 will be used for the Industrial Park located near Campbellsburg. He stated the Grant did not have match requirements for the County. The funds will be used for sewer lines coming to the park or for the infrastructure. Judge Brent is hopeful the surplus sewer project funds may be approved by the Campbellsburg Council to bring the sewer lines to the property and the County’s funding can be used entirely for the infrastructure. Esq. Brown is hopeful the council will approve the money for the sewers. The committee of Judge Brent, Esq. Brown and Esq. Gunnell will meet to prioritize.

RE: JUDGE’S COMMENT/NO ACTION

Judge Brent took a few minutes to review the Headlines in the Henry County Local his first year (2003) in office. He reviewed the many issues the Court had worked together to address.

RE: ADJOURN

Upon motion by Esq. Brown and seconded by Esq. Beasley, it is ordered by the Court to adjourn and each Magistrate, the Judge executive and County Attorney shall receive a typed copy of these minutes prior to the next regularly scheduled meeting.
